Kip Elliot, Disability Rights Center of Kansas

Kip Elliot is an attorney with the Disability Rights Center of Kansas. Prior to coming to DRC, Kip was a public defender for 13 years. Kip works with people with disabilities in employment law as well as service animal, housing, guardianship, and Medicaid/Medicare issues. Kip also represents clients in group home settings who report abuse, neglect and exploitation. Kip is also actively involved as the board president for the Jefferson County Humane Society. Kip and his partner, Mary, rescue horses and pigs. He is a member of the Guardianship and Conservatorship Advisory Committee of the Kansas Judicial Council.
Kerry Wasinger, Kansas Department of Children and Families

Kerry Wasinger is a 1999 Washburn Law School graduate and has resided in Ellis County, Kansas since. She is the lead attorney for the Kansas Department of Children and Families. Previously, Ms. Wasinger has worked for Kansas Legal Services and Child Support Enforcement. She is on the Guardianship and Conservatorship Advisory Committee responsible for developing the new Kansas guardianship and conservatorship laws (specifically House Bill 2359).
Learning Objectives:
By the end of this session, participants will be able to:
- Understand the key changes in guardianship and conservatorship laws effective January 1, 2026.
- Identify and utilize the new forms associated with these laws.
- Engage effectively with the presenters to clarify any questions regarding the new statutes and their implementation.
