On March 25, 2025, Governor Laura Kelly signed HB 2359 into law. This bill enacts the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act (UAGPPJA) and the Kansas Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act (KUGCOPAA). This bill goes into effect on January 1, 2026.
HB 2359 was a project developed by the Kansas Judicial Council’s Guardianship and Conservatorship Advisory Committee. In 2020, the committee began reviewing and updating the code which was last updated more than 20 years prior.

Judge Marilyn Wilder and Rachael Pirner represented the Kansas Judicial Council before the Kansas Legislature and provided testimony in support of HB 2359.

With the passage of HB 2359 Guardianships and Conservatorships in Kansas will change drastically. The Kansas Bar Association (KBA) will provide several educational opportunities to assist Kansas attorneys with these new statutory requirements:
